Burkina Faso: Towards a more sovereign and inclusive mining sector with the implementation of three new decrees
In a context marked by a strong commitment to national renewal, the Burkinabe government continues to implement structural reforms under the leadership of Captain Ibrahim Traoré. On Tuesday, July 22, 2025, the Minister of Energy, Mines, and Quarries, Yacouba Zabré Gouba, held a key working session with stakeholders in the mining sector, focused on the implementation of three major decrees aimed at strengthening local content in the extractive industry.
The result of active consultation, these regulatory texts represent a strategic turning point for Burkina Faso. The first decree, dedicated to subcontracting and local supply, gives priority to national companies, requiring mandatory accreditation and the use of a centralized platform for publishing tenders. This is a powerful lever to boost the local economy and strengthen internal value chains.
The second decree, focused on employment and skills development, introduces quotas in favor of Burkinabe nationals and guarantees them priority access to certain positions. It also requires mining companies to actively contribute to youth training by facilitating internships and apprenticeships.
The third decree establishes a support fund for the development of local content, aimed at overcoming financial barriers faced by Burkinabe actors in the sector. This measure will help fund collective, high-impact projects.
These reforms align fully with Captain Ibrahim Traoré’s vision of building an endogenous, resilient economy that serves the people.
