Chad–Burkina Faso: Strategic cooperation for ICT training

Faced with the growing challenges of digitalizing public administration, Chad is focusing on training its public sector executives to support the modernization of services and enhance the efficiency of public action.

In this context, Chad’s Agency for the Development of Information and Communication Technologies (ADETIC) has signed a strategic framework agreement with the International Institute for Water and Environmental Engineering (2iE), based in Ouagadougou, Burkina Faso.

The goal of this agreement is to equip Chad with qualified human resources in the fields of digital technology, artificial intelligence, and emerging technologies. It is structured around three main pillars: training Chadian executives in advanced technical skills; hosting Burkinabè interns at ADETIC to encourage exchanges; and launching joint applied research projects focused on digital innovation, e-governance, and sustainable development.

A separate protocol was also signed between 2iE and Chad’s National School of ICT (ENASTIC). It paves the way for strengthened academic cooperation, with co-developed programs, teacher and student exchanges, and the development of curricula tailored to African challenges.

This initiative is part of the official visit of Chad’s Minister of Telecommunications, Digital Economy, and Digitalization of Public Administration, Boukar Michel, to Ouagadougou. It reflects Chad’s commitment to strengthening its human capital to support the digital transition and meet the needs of a modern, agile, and citizen-centered administration.

In a context where many African countries are accelerating the digitalization of their public services, building local skills is becoming a key driver. For countries like Chad, training the next generation of digital leaders is a strategic investment in technological sovereignty, administrative efficiency, and inclusive development.
