Burkina Faso: Eligibility criteria for social housing and exceptional recruitment of 1,367 agents in 2025
Burkina Faso – August 13, 2025 – The Council of Ministers, chaired this Wednesday by the President of Faso, Captain Ibrahim Traoré, adopted several major measures, including a new decree setting the eligibility criteria for social housing and an exceptional civil service recruitment plan for 2025.
Under the Ministry of Urban Planning and Housing, the Council approved a draft decree outlining the terms of access to social housing, in accordance with the law on real estate development. Minister of Housing Mikailou Sidibé emphasized that this text aligns with the Head of State’s directives to make housing supply more accessible and transparent.
From now on, high-rise construction will be prioritized, while single-story villas will only be authorized on an exceptional basis, subject to a thorough review of requests. To qualify for social housing, monthly income must not exceed eight times the minimum wage, i.e., 360,000 CFA francs.
Allocation methods will include simple rental, rent-to-own schemes, as well as free grants for indigent persons and wards of the State, in accordance with current regulations. Current beneficiaries of social housing will be excluded from any new allocations, and subletting will be strictly prohibited.
To enhance transparency, a digital monitoring platform will be implemented to prevent multiple allocations. A joint decree from the Ministry of Housing and the Ministry of Economy and Finance will specify detailed costs and conditions.
The Council also approved a report from the Ministry of Public Service authorizing, on an exceptional basis, the recruitment of 1,367 civil servants in 2025, through direct competitive examinations without training and through file-based selection.
According to Minister Mathias Traoré, this recruitment aims to meet urgent administrative needs within the framework of ongoing projects. Of the total, 778 will be hired through direct competitions and 589 through file-based selection.
The annual financial impact on the wage bill is estimated at CFA 3.75 billion, including CFA 627.45 million for the 2025 fiscal year.
These measures, combining social housing reform and strengthened administrative staffing, reflect the government’s determination to address both social needs and the operational requirements of the State.
