Mali: President Assimi Goïta demands rapid implementation of SIGRH to clean up the civil service

On Monday, August 25, 2025, the President of the Transition, General Assimi Goïta, met with Prime Minister Abdoulaye Maïga and three members of the government: the Minister of State Refoundation, the Minister of Economy and Finance, and the Minister of Labor and Public Service.

This meeting followed the submission, ten days earlier, of the report on the Integrated Human Resources Management System (SIGRH), a tool designed to improve transparency in the management of public and territorial employees.

At the center of discussions were the report’s recommendations. The Head of State instructed the rapid establishment of a mechanism to ensure their implementation. Regarding the sensitive issue of “ghost workers”, the Prime Minister stated that once the three-month period granted for their identification has passed, additional measures will be announced.

According to the SIGRH findings, 36,151 employees failed to respond to the call, representing 4.57% of the payroll. This irregularity is estimated to cause an annual loss of 48.28 billion CFA francs for the State.
