Togo: An ambitious reform to modernize the civil registration system

Since August 28, 2025, Togo has embarked on a new phase of transforming its civil registration system, marked by a series of training sessions and guidance programs for the staff of municipal civil registry offices. This initiative is part of an ambitious reform effort aimed at modernizing the collection, processing, and utilization of essential demographic data. The strategy seeks to ensure reliable and accessible statistics, particularly for vital events such as births, deaths, and marriages, which form the very basis of citizens’ legal identity.

Supported by key partnerships, the initiative emphasizes the establishment of a digital civil registration management system. This system aims to automate data collection, reduce human errors, and enhance the efficiency of public services. Through a modernized platform, field staff are trained to accurately enter and process data, improving both traceability and transparency of information.

The impact of this reform extends far beyond mere technical updates. By ensuring efficient management of vital events, it strengthens governance by guaranteeing every citizen legal recognition of their existence. It also represents a decisive step toward the digitalization of public services, meeting the socio-economic development needs of the country. A digital civil registry allows optimal data management, creating a more favorable environment for investment, economic planning, and improved social policies.

This reform also carries a crucial aspect of national sovereignty. By fully controlling its demographic data collection system, Togo advances toward decision-making independence and digital sovereignty. Strengthening local statistical infrastructure provides leverage for more precise and responsive public policies that directly address the population’s needs.
