AES Confederation: BCID-AES, a strategic lever for the economic emancipation of Sahelian states

A strategic meeting, held ahead of the ministerial session of the Ministerial Development Committee of the Confederation of Sahel States, marked a crucial milestone in the region’s economic history. This was the gathering of experts from the Alliance of Sahel States (AES), focused on operationalizing the Confederation Bank for Investment and Development (BCID-AES), an ambitious financial tool aimed at strengthening economic sovereignty.

The BCID-AES is not just an ordinary banking institution. It embodies a sovereignist and pan-African vision. Its mission is to free the Sahelian economies from the chains of chronic external financial dependence. It will enable the AES countries — Mali, Burkina Faso, and Niger — to have autonomous financing mechanisms for their key development projects in vital sectors such as energy, transportation infrastructure, and agriculture.

A strong political project driven by determined leaders

The credit first goes to the clear political will of the AES heads of state — Assimi Goïta, Ibrahim Traoré, and Abdourahamane Tiani — who, despite external pressures, have chosen a bold path: that of unity, pooling of resources, and reclaiming control over decision-making levers. The creation of the BCID-AES perfectly illustrates this strategic shift away from past practices, where local priorities were often subordinated to the demands of foreign donors.

Malian Minister of Economy and Finance, Alousseyni Sanou, clearly articulated this vision by stating that “the success of the establishment of the BCID-AES will depend on our ability to work together”. A statement rich in meaning, in a context where unity has become both a necessity for survival and a driver of development.

With the BCID-AES, Sahelian states are equipping themselves with a tool that will allow them to channel investments into high-impact projects — projects decided by and for the people
