Burkina Faso / AES: A rigorous parliamentary process to build a strong confederation

As part of strengthening parliamentary cooperation among the member states of the Sahel States Alliance (AES), a delegation of deputies and parliamentary administration experts from Mali, led by the Honorable Raky Talla DIARRA, 5th Vice-President of the National Transitional Council (CNT), was welcomed in Ouagadougou on Saturday, August 10, 2025. They were received by the Honorable Haoua FOFANA, 2nd Vice-President of the Transitional Legislative Assembly of Burkina Faso.

This visit is part of the ongoing preparation for future confederal sessions of the AES parliaments. It represents a major milestone in the deliberate and methodical construction of a common institutional framework between Burkina Faso, Mali, and Niger. Over five days, parliamentary representatives from the three countries will work collaboratively to draft preliminary texts establishing the AES Confederal Parliament. The work will focus on defining the responsibilities, practical modalities, and operational mechanisms of this future institution. The goal is clear: to build a harmonized parliamentary framework based on consultation, efficiency, sovereignty, and respect for the unique characteristics of each member state.

This tripartite meeting demonstrates the seriousness with which the AES approaches the implementation of its regional ambitions. It also illustrates a strong political will to establish an integrated, structured, and credible parliamentary governance system in the service of the unity of the Sahelian peoples. Through this process, member states commit to progressively harmonizing their national legislations in line with the Alliance’s common objectives. The conclusions from this work will then be submitted to their respective national legislative bodies for adoption according to the applicable legal procedures.

By acting with method, rigor, and a sense of responsibility, the AES confirms its determination to lay a solid foundation for a lasting political and institutional Confederation that serves shared sovereignty and regional integration.
