Burkina Faso/ Council of Ministers: The Government approves key reforms for local development

During a Council of Ministers meeting chaired by President Captain Ibrahim Traoré on October 30, 2025, the Burkinabe government adopted two significant measures aimed at improving public services and decentralizing governance.

The first is a draft law to modernize the General Code of Local Authorities, which has been in effect for over 20 years. According to the Minister of Territorial Administration, Émile Zerbo, the update seeks to address shortcomings, including limited public participation in local decision-making and weak local economic development.

The proposed reforms would categorize communes into three types based on their budgetary resources and introduce the direct election of local authority presidents.

Secondly, the council approved a decree for a “Contract-Plan” between the state and the national postal service, Poste Burkina Faso.

This ambitious project, valued at over 5 billion CFA francs, will fund the construction of 20 new postal agencies.

These facilities are intended to be multi-service hubs, offering not only traditional mail services but also financial services through the postal bank and acting as access points for key administrative documents, such as criminal record extracts and nationality certificates.

These initiatives underscore the government’s commitment to administrative modernization, inclusive development, and bringing essential services closer to the population.
