Algeria / Assessment: President Tebboune to address Parliament on the state of the nation on Monday
President Abdelmadjid Tebboune has called for a joint session of the Algerian Parliament, as announced in a presidential decree published in the official journal on Thursday, December 21. The gathering of members from the People’s National Assembly and the Council of the Nation (Senate) is scheduled for Monday, December 25, according to the decree.
Exercising his constitutional right under Article 150, President Abdelmadjid Tebboune has decided to establish, starting from the end of this year 2023, an annual address to be delivered before both houses of Parliament convened in Congress.
This institutional exercise is set to be known as the «State of the Nation Address»,” as previously reported by the media.
The President’s address before the elected representatives offers an opportunity to review the achievements of the ending year and provide insights into the political, economic, social, and foreign policy situations of the country.
Observers suggest that this decision reflects President Tebboune’s commitment to introduce a new communication tradition that aligns with the evolving Algeria.
They note that this initiative has received favorable responses from members of the People’s National Assembly and the Council of the Nation, reflecting the President’s respect for the legislative institution and his intent to enhance the role of its elected members.
President Tebboune has expressed his appreciation for the institution, describing it as upright and integral.
Observers also highlight the President’s communicative policy, marked by periodic meetings with representatives of the national press, broadcast to the public through the media.
This reflects a new approach in delivering presidential messages to the nation. For many observers, this new tradition aims to strengthen the bonds between the President and the two legislative institutions.
It’s noteworthy that the deputies themselves had previously requested President Tebboune to address the People’s National Assembly and deliver a special speech to the nation’s elected representatives.
