Mali: Nearly 75% of the Refoundation recommendations already implemented

The Independent Monitoring and Evaluation Committee for the Implementation of the Recommendations of the National Refoundation Forums (CINSERE-FNR) submitted its third annual report to the President of the Transition, General Assimi Goïta, on Thursday, August 28, 2025. This strategic document reveals that 74.85% of the recommendations from the Strategic Framework for the Refoundation of the State (CSRE) are either underway or already completed.

Presented by General Coordinator Amadou Tiéoulé Diarra, the report assessed progress on 517 recommendations, divided into three categories: 55 priority, 153 complementary priority, and 309 non-priority. In total, 72 recommendations have been fully implemented, while 315 are in progress, according to data finalized as of December 31, 2024.

Among the notable achievements, the report highlights the commissioning of dialysis units, the installation of solar panels in healthcare facilities, and the construction of over 400 water boreholes in both rural and urban areas. It also underscores progress in the digital transformation of public administration, making it easier for citizens—including the diaspora—to access civil status documents.

The CINSERE-FNR also organized several community outreach sessions to gather citizens’ concerns regarding access to basic services. These exchanges have helped better align government actions with the real needs of the population.

Looking ahead, the Committee recommends strengthening ministerial coordination, establishing Technical Coordination Committees (CTCs) in each department, and implementing Vision 2063, a strategic plan aimed at boosting agriculture, industrialization, and rural employment.

President Goïta commended the Committee’s rigor and stressed that every recommendation must have tangible social and economic impact. He reaffirmed his commitment to building a new Mali, mobilizing all the nation’s vital forces.
