Burkina Faso moves to formalize health sector revenue

In a significant step toward financial reform, the Burkinabe Council of Ministers has adopted a draft decree on November 20, 2025, designed to generate state revenue from the Ministry of Health’s services.

Currently, many administrative services such as authorizations for the creation, opening, and operation of private health facilities are provided free of charge due to a lack of a clear regulatory framework.

The new decree aims to fill this legal void by establishing formal pricing, collection, and payment procedures for these services, with all generated revenue to be directed to the public treasury.

This measure is expected to provide multiple major benefits. It will grant the Ministry of Health greater financial autonomy and visibility, unlocking previously untapped revenue streams.

These additional funds can be reinvested into improving healthcare infrastructure, training staff, and expanding public access to care.

Furthermore, the decree introduces a rigorous collection mechanism to enhance transparency and public fund management.

By clearly defining the financial terms for services, it will limit the risks of revenue loss and abuse, ensuring controlled and regular payments to the treasury.

The regulation also aims to provide a clearer, more structured framework for the private health sector, making it more attractive to investors.

This reform aligns with the broader efforts of the Government to modernize public administration and improve the quality of services for Burkinabe citizens.
