Burkina Faso / 2025: The drivers behind record budget execution of 90.5%

The  government of Burkina Faso, led by Prime Minister Jean Emmanuel Rimtalba Ouédraogo, has announced an overall execution rate of 90.5% for the year 2025. This remarkable figure, significant on a continental scale, raises questions about the methods that enabled the country to achieve such efficiency in implementing its political vision. Analysis revalus several strategic pillars.

First key: rigorous planning and unwavering prioritization. The state aligned all budgetary projects with the strategic axes of the Development Plan, identifying priority projects.

This concentration of efforts and resources prevented fragmentation and ensured that every CFA franc spent served a coherent and shared vision.

Second lever: accelerated modernization and digitalization of procedures. Burkina Faso invested in platforms for the digitalization of public procurement and financial management.

This digital revolution significantly reduced administrative delays, shortened processing times, and limited risks of mismanagement, fostering smoother and more transparent implementation.

Third decisive element: the establishment of a real-time, demanding, and binding monitoring and evaluation system. Precise performance indicators were defined for each program.

Regular reporting, reaching the highest levels of the state, allowed for the rapid identification of bottlenecks and immediate corrective adjustments.

This culture of results and accountability maintained positive pressure on all actors in the execution chain.

Finally, this performance is supported by strong political will and enhanced inter-ministerial coordination.

The Prime Minister placed budget execution at the heart of government action, regularly chairing steering committees to resolve blockages.

This impetus from the highest level united the administration around a common goal.

While this 90.5% rate undoubtedly places Burkina Faso among the most effective states of Africa in terms of program execution, the challenge now is to sustain this momentum.

The focus will be on embedding these best practices for the long term, beyond immediate contingencies, to durably transform public management and fully realize the development promises made to the Burkinabe people.
