Togo: 23 billion CFA francs allocated to rural road development for the 2026 fiscal year

Togo has allocated 23 billion CFA francs for rural road development in its 2026 budget, according to government projections. This funding will allow the ministry in charge of rural accessibility to continue projects aimed at improving transport infrastructure in the countryside; a vital component for the agricultural economy and access to basic services.

However, this allocation marks a significant 28% decrease compared to the 32 billion CFA francs planned for 2025.

This is the second consecutive annual reduction, following a 39% cut in 2025 from the 2024 budget of 53 billion CFA francs. No official explanation has been provided for this sustained downward trend.

Despite the budget reduction, the country is maintaining several key projects, including the construction of 21 modular structures spread across the five regions of Togo.

Authorities report that progress on these sites has been uneven, reflecting logistical and financial constraints.

This budgetary shift comes at a time when rural accessibility remains a stated government priority.

Rural roads are essential for the marketing of agricultural products, access to healthcare and education, and efforts to curb rural migration.

The continued decrease in funding for this strategic sector raises questions about the government’s ability to meet its stated territorial connectivity goals.

It could also affect the completion of ongoing projects and jeopardize commitments made to rural populations, who rely heavily on this infrastructure.
