DRC: Vital Kamerhe calls for rigour in managing public affairs

The management of public finances in the Democratic Republic of Congo (DRC) is undergoing a significant transformation under the current government, with a strong commitment to transparency and anti-corruption efforts. The September 2024 ordinary session, opened by National Assembly President Vital Kamerhe, highlighted the Congolese authorities’ determination to implement rigorous and effective control over state resources. This initiative is part of President Félix Tshisekedi’s push for good governance, aiming to strengthen accountability among public fund managers.

At the heart of this financial recovery policy is the General Inspectorate of Finance (IGF), an institution that, under the leadership of Jules Alingete, has become a key player in the fight against the embezzlement of public funds. Since assuming leadership of the IGF four years ago, Alingete has revitalized the institution, which now plays a central role in tackling financial mismanagement. The IGF has made significant contributions, such as revising the Sino-Congolese SICOMINES contract by exposing clauses unfavorable to the DRC. Additionally, it has been instrumental in combating corruption and money laundering, helping to curb the outflow of resources critical to the country’s development.

In this effort, the National Assembly, through President Kamerhe, has committed to intensifying parliamentary oversight, working in synergy with the IGF and the Court of Auditors. These oversight institutions, recognized for their expertise, are expected to support the national effort for sound public financial management. Kamerhe has emphasized the need for thorough and high-quality oversight to discourage misappropriation and ensure that public funds are used solely for the nation’s benefit.

Strengthening fiscal and financial control is crucial for the government’s planned economic reforms. By aligning with oversight bodies like the IGF and the Court of Auditors, the Congolese Parliament has established a solid framework to guarantee the accountability of public fund managers. Effective public finance management, backed by well-structured budgetary reforms, is becoming a vital tool for accelerating the DRC’s development and improving the quality of life for its citizens.

This rigorous and transparent management policy reflects the Congolese government’s commitment to building trust with the population, ensuring that state resources benefit the entire country. The DRC is equipping itself with effective tools to combat corruption and establish governance based on transparency, a prerequisite for attracting investment and boosting the country’s economic growth.
