Togo: significant progress towards universal electrification

Togo reached an electrification rate of 70% by the end of 2024, according to figures released by the Ministry of Mines and Energy Resources. This figure represents a two-point increase compared to 2023, when the rate was 68%, and marks a significant rise of twenty points since 2020, when access to electricity covered 50% of the population. This progress is part of a national strategy aimed at achieving full coverage by 2030.

The target set for 2024, which was to reach exactly a 70% rate, has been met. This achievement was made possible by the continuous implementation of various energy projects aimed at strengthening the country’s electricity supply. Among these initiatives are off-grid electrification programs based on solar energy, including the CIZO initiative. This program, along with the rural electrification project covering 317 localities through solar mini-grids and the Social Support Project for the CIZO Program (PRAVOST), has improved energy access for rural populations.

Financing also played a key role in this progress. In 2024, funds were mobilized through the Tinga Fund and the second phase of the Mini-grids program. Additionally, the expansion of the Blitta solar power plant continued, increasing national energy production and improving electricity service.

Looking ahead to 2025, Togolese authorities plan to accelerate efforts by strengthening ongoing initiatives and exploring new avenues to diversify energy sources. A major advancement was the signing of an agreement with the American company Nano Nuclear Energy to develop micro-nuclear reactors for electricity production. To oversee this transition, a Togolese Atomic Energy Commission (TAEC) will be established to supervise the peaceful use of nuclear technologies.

Finally, the support of financial partners remains crucial for the transformation of the energy sector. In December 2024, the World Bank granted a $200 million loan to support ongoing reforms, including the establishment of a new tariff structure aimed at ensuring the sector’s sustainability and facilitating broader access to electricity for all citizens.
