Social/ Togo strengthens social safety net with major cash transfer program

Togo has launched a large-scale cash transfer program aimed at over 700,000 vulnerable households, marking a significant step in expanding economic inclusion for its most fragile populations. The initiative is a core component of the National Social Protection Program (PNPS) and seeks to bolster family resilience against economic shocks while promoting social cohesion.

With funding of 3.5 billion CFA francs, the program will provide 25,000 CFA francs per household through secure digital channels, ensuring speed, transparency, and accessibility.

Beneficiary selection utilizes the internationally recognized Proxy Means Test methodology, applied by the National Institute of Statistics and Economic and Demographic Studies (INSEED) and the National Agency for Development and Grassroots Entrepreneurship (ANADEB), based on monetary and non-monetary poverty criteria.

Beyond direct support, the program features two strategic pillars: job creation for vulnerable youth and the economic empowerment of households, with a special focus on women.

This integrated approach addresses immediate needs while building long-term economic independence.

The expected national development impact is substantial. By supporting the most vulnerable, the program enables targeted economic redistribution, improves household financial security, and strengthens social cohesion.

Including youth and women in structured economic activities helps reduce inequalities and develops essential human capital for Togo’s sustainable growth.

This new mechanism complements prior initiatives like universal health insurance, school canteens, and economic empowerment programs, solidifying the national strategy for social protection and community resilience.
