Liberia: Joseph Boakai embarks on an ambitious drive to regain food sovereignty
The reality demanded immediate action. Importing nearly 70% of its rice condemned Liberia to chronic vulnerability in the face of global market fluctuations. From the very start of his term in early 2024, President Joseph Nyuma Boakai made a strong political statement by placing agriculture at the forefront of his national strategic program, the ARREST Agenda.
The Liberian executive’s objective is crystal clear: returning to the land means reclaiming the nation’s capacity to feed itself. This methodical reorientation of public policy is orchestrating a genuine economic and territorial recovery.
This ambition is taking shape through the National Agricultural Development Plan (NADP 2024-2030). With the “Liberians Feed Yourselves” roadmap, the Head of State is imposing a clear operational shift. Subsistence farming, too often at the mercy of climate hazards, is giving way to a mechanized model designed to create value within commercial farms and farmers’ cooperatives.
The Boakai administration is activating the levers of productivity. The distribution of tractors, the supply of certified seeds, and the development of irrigation systems are accelerating yields in rice cultivation, cocoa farming, and aquaculture.
The intelligence of the reform lies in its local anchoring. The “One County, One Value Chain” approach tailors public investment to the economic reality of each of the fifteen provinces.
The State is thus encouraging the emergence of agribusiness enterprises directly connected to their local ecosystems.
Producing in large quantities requires reliable outlets. An abundant harvest loses all value if it does not reach the buyer.
The executive is deploying considerable resources toward logistics infrastructure. Heavy machinery is opening new roads. More than 160 kilometers of rural tracks are undergoing major rehabilitation.
This road network is opening up isolated agricultural basins. Improved transport is drastically reducing post-harvest losses and lowering transport costs to urban centers. Liberian farmers are finally gaining access to the cities.
The roadmap is ambitious. Its success will be determined on the ground, through governance. Budget allocations for agriculture have seen initial increases, marking a clear political choice. However, the State must maintain unwavering fiscal discipline.
This transformation requires massive capital. Support from multilateral partners is bolstering national efforts, but the momentum also requires private sector engagement. The attractiveness of Liberia’s rural areas will dictate the pace of investment.
The government is waging a decisive battle. By drawing on its natural resources and the strength of its farmers, the country is embarking on a profound transformation.
President Joseph Boakai’s agricultural policy is charting the path toward genuine emancipation. It is shaping the contours of a nation capable of feeding itself, stabilizing its prices, and ensuring shared prosperity.
