Côte d’Ivoire: Abidjan launches the development of its national green hydrogen strategy
Côte d’Ivoire has begun developing a national strategy for green hydrogen. The initiative was launched in Abidjan on September 17, 2026, by the Ministry of Mines, Petroleum and Energy.
The strategy aims to establish a clear legal and technical framework for the emerging sector. It will also assess how the country can use its energy potential to develop green hydrogen.
The project brings together public institutions, energy sector stakeholders, universities, research organizations and strategic partners. It is supported by WASCAL and the German federal government.
At the opening of the workshops, Jacob Akoussi, a technical adviser representing the Minister of Mines, Petroleum and Energy, stressed the need for Côte d’Ivoire to adapt to global energy changes.
Green hydrogen is increasingly viewed as an important part of the country’s energy transition. The new strategy is expected to guide public decisions and encourage private investment.
The roadmap will be aligned with Côte d’Ivoire’s National Development Plan for 2026-2030. It will also take the country’s international climate commitments into account.
Several priorities will need to be assessed. These include identifying potential uses, planning the necessary investments and securing access to affordable renewable electricity.
Water resources will also require careful management. Green hydrogen production depends on water, making sustainable use of this resource an important part of the strategy.
The government is calling for stronger cooperation between public authorities and the private sector. The objective is to develop a practical framework that can be implemented by all stakeholders.
Education and scientific research will also be central to the project. Côte d’Ivoire wants to prepare young people for the technical skills required by the emerging industry.
Arona Diédhiou, a technical adviser representing the Minister of Higher Education and Scientific Research, highlighted the need to align training with the country’s future energy ambitions.
International partners have also reaffirmed their support. WASCAL plans to maintain scientific cooperation with Côte d’Ivoire and stressed the importance of connecting research, public policy and financing.
Germany has also highlighted Côte d’Ivoire’s potential in green hydrogen. Its representative called for local expertise to be involved throughout the development process.
The national strategy is expected to provide a foundation for the growth of Côte d’Ivoire’s green hydrogen sector. It will bring together energy planning, investment, research and skills development to support the country’s energy transition.
