Togo launches major social protection program for over 700,000 vulnerable citizens

The Togolese government launched, this Thursday, December 18, 2025, a large-scale social protection operation aimed at more than 700,000 vulnerable people across the national territory. The official kick-off for this program will take place at the Kotokoli-Zongo Sports Complex in the Agoè-Nyivé 4 commune, marking a significant step in the country’s social policy.

Presented as a direct response to persistent economic challenges, such as the rising cost of living and increased precariousness, this initiative consolidates and expands the state’s previous efforts.

Between August 2024 and August 2025, similar mechanisms had already enabled the distribution of over 1.1 billion CFA francs to nearly 143,000 beneficiaries.

This new phase is based on a strategic partnership with development institutions, notably the World Bank through its IBRD-IDA group, which financially supports the extension of cash transfers to households in extreme poverty.

This collaboration aims to ensure the sustainability and effectiveness of the intervention.

A major innovation of this program lies in its targeting method. The authorities are using updated national social registries and digital distribution platforms to identify and reach beneficiaries accurately and transparently.

This technological approach aims to minimize leakage and ensure that aid effectively reaches those most in need.

The long-term goals are clearly defined: to strengthen household resilience against economic shocks, contribute to reducing extreme poverty, and promote broader social inclusion.

By injecting direct income into vulnerable homes, the government hopes not only to relieve immediate pressure on purchasing power but also to create a safety net allowing beneficiaries to invest in health, education, or income-generating activities.

This launch is part of a broader vision of consolidating the social state in Togo, demonstrating a political will to place the protection of the most fragile at the heart of public action.
