Togo: Towards the allocation of a unique land parcel number for each plot to limit land disputes

As land disputes become increasingly common in Togo, the government has unveiled a new solution aimed at resolving these issues: the introduction of a Unique Land Parcel Identification Number (ULPIN) system.

 

Starting August 1, 2024, every parcel of land in the country will be assigned a unique identification number, marking a significant step in modernizing and streamlining land management procedures.

 

The ULPIN system represents a major advancement in achieving greater transparency in Togo’s land administration.

 

This initiative will centralize and secure information related to each land parcel, improving property traceability and addressing numerous land ownership disputes.

 

These disputes often arise from overlapping parcels, duplicate registrations, or fraudulent documentation.

 

By assigning a unique number to each parcel, the government aims to simplify the process of proving legitimate ownership, thereby reducing conflicts and legal disputes over land.

 

The move towards digitalization and centralization of land records is expected to modernize administrative procedures, making them faster and more efficient.

 

Successful implementation of this reform will depend on active citizen participation.

 

Togolese residents are encouraged to prepare for the identification of their parcels by staying informed about the procedures and cooperating with relevant authorities.
