Burkina Faso: Installation of the first Institutional Treasurer at the Prime Minister’s Office

On Wednesday, January 15, 2025, Ouagadougou hosted the official installation ceremony of Azara Nakoulma/Paré, the first-ever Institutional Treasurer for the Prime Minister’s Office and the National Council of Communities.

The event, led by Abdou-Salam Gampéné, Secretary General of the Prime Minister’s Office, brought together key officials from both central and subsidiary structures to mark this historic occasion.

Appointed during the Council of Ministers session on November 20, 2024, Nakoulma/Paré’s role was formalized through Decree No. 2024-1546/PRESS/PM/MEF of December 6, 2024, which outlines the framework for appointing treasurers.

Her responsibilities span the recently established National Council of Communities and the Prime Minister’s Office.

Before her induction, Noelle Diarra/Kaboré and Mahamoudou Bamboné, representatives from the Treasury Inspectorate, provided insights into the duties of a public accountant.

They underscored the critical responsibilities and ethical obligations associated with the position of Institutional Treasurer.

Key Responsibilities

Azara Nakoulma/Paré will oversee a wide range of financial operations, including managing accounting processes, consolidating transactions from affiliated accountants, and conducting inventory assessments under the Directorate General of Treasury and Public Accounting (DGTCP).

She will also relay relevant financial transactions to other accounting professionals and submit regular reports for review by the Court of Auditors.

In addition to her accounting duties, she will serve as an advisor on budgetary, financial, and administrative matters, ensuring that all tasks are executed with precision and compliance with regulations.

Her accountability, both personal and financial, will be pivotal in maintaining the integrity of her office.

In her acceptance speech, Nakoulma/Paré expressed gratitude to the authorities for entrusting her with this responsibility and vowed to approach her work diligently and in strict adherence to the rules.

Secretary General Gampéné commended her appointment, highlighting the Prime Minister’s Office’s commitment to supporting her success in this strategic role.

Proven expertise

Nakoulma/Paré brings a wealth of experience to her new position. From 2013 to 2017, she led the payroll unit at the Ministry of Infrastructure, and from 2017 to 2024, she served in various capacities within the Prime Minister’s Office.

Her extensive background positions her as a capable leader, ready to navigate the demands of this vital role with determination and professionalism.
