Burkina Faso: Patriotism fund becomes a key source of domestic financing

Since its launch on January 22, 2023, the Patriotism Support Fund (FSP) has become a major tool for mobilizing domestic resources in Burkina Faso. Created under President Ibrahim Traoré, the fund has collected more than 660 billion CFA francs in just over three years.

First, the figures show a steady increase in public participation. The fund raised 99 billion CFA francs in 2023, reaching 99.04% of its target. In 2024, contributions climbed to 175 billion CFA francs, or 117.12% of the target. The amount then exceeded 222 billion CFA francs in 2025, representing 148.57% of the annual goal.

Meanwhile, the momentum has continued in 2026. During the first six months of the year, the FSP collected 162.388 billion CFA francs. This represents 81.19% of its 200 billion CFA franc target for the full year.

Importantly, the fund relies on several channels to raise money. Public and private sector workers can make voluntary deductions from their salaries and bonuses. The system also includes a tax on consumer goods. In addition, companies are required to contribute 2% of their annual profits.

Among these sources, tax revenues remain the largest contributor. Businesses have also played a significant role. During the first half of 2026 alone, corporate contributions reached 78.3 billion CFA francs.

Beyond Burkina Faso’s borders, the initiative has also attracted support from the diaspora. Burkinabe communities in Nairobi, Ghana, the United States and Italy have made several donations in recent months. These contributions highlight the involvement of citizens living abroad in the country’s national efforts.

At the same time, the FSP is not limited to fundraising. A large share of its resources supports the Volunteers for the Defense of the Homeland (VDP) and security forces. The money helps cover their operations, training and remuneration. It also contributes to the purchase of equipment needed by personnel deployed in the field.

However, the fund’s activities extend beyond security. Some of its resources have also supported major infrastructure projects. This approach is consistent with initiatives such as Faso Mêbo, which focuses on improving roads, connectivity and urban infrastructure.

Furthermore, the authorities are seeking to broaden the fund’s governance structure. Four new civil society organizations, including CIFOEB and CNAVC, have recently joined the FSP’s Orientation Council. Their arrival is presented by the authorities as a step toward greater representation and transparency.

Ultimately, the Patriotism Support Fund has become an important part of Burkina Faso’s domestic financing strategy. Prime Minister Rimtalba Jean Emmanuel Ouédraogo has described it as a sovereign mechanism driven by the highest level of the state. Its growing financial resources now support both security operations and selected development projects across the country.
