Togo reaches major milestone in digital transformation: Over 6 million citizens now hold unique identification numbers

Togo has reached a major milestone in its digital transformation. As of the end of December 2025, more than six million Togolese citizens now possess a Unique Identification Number (NIU), obtained through the e-ID Togo project. This encouraging result was reported by the Permanent Secretariat for Monitoring Reform Policies and Financial Programs in its recently published report on reform implementation for the second half of 2025.

The six million NIU holders each identification materialized by a biometric card equipped with a secure QR code were registered through campaigns led by the National Identification Agency (ANID).

These operations have accelerated biometric enrollment across the entire national territory, both in Greater Lomé and in the most remote rural areas.

In 2025, enrollment operations took place in several localities across the country, under the authority of the Ministry of Public Service Efficiency and Digital Transformation.

In these various areas, populations simultaneously received a biometric card and a unique number, ensuring reliable and secure identification.

Ultimately, the NIU is expected to significantly facilitate access to various identity-related services, including public and social services such as healthcare, social security, and financial services.

For citizens, this promises a more streamlined administration and simplified access to fundamental rights.

For public authorities, this tool will provide a centralized national database, aimed at improving public policy planning and service governance. The vision is clear: to know one’s population better in order to serve them better.

For the record, this national biometric enrollment campaign is part of the West Africa Unique Identification for Regional Integration and Inclusion (WURI-Togo) project.

This ambitious project is financed by the World Bank to the tune of $72 million, reflecting the confidence of the international partners in the digital strategy of Togo.

With more than six million individuals now identified, Togo is moving closer to its goal of digital and administrative inclusion for all its citizens.

This advancement places the country among the most dynamic nations in West Africa in terms of biometric identification and digital governance.
