Burkina Faso: A local innovation to strengthen governance in public services

On Tuesday, April 8, 2025, in Ouagadougou, Minister of Security Mahamadou SANA unveiled a technological solution designed to optimize human resource management and evaluate public services. This system, currently being tested at the passport office and the Central Police Station in the capital, aims to modernize administrative operations through innovative tools.

The initiative, named Kasét Toumdé (“Proof of Exemplarity” in Mooré), was developed by Wendemi Jules Kader Kaboré, a Burkinabe expatriate based in the United States. Created in collaboration with the General Directorate of Telecommunications and Information Technology (DGTD), the platform integrates facial recognition technology to record staff check-in and check-out times. It also gathers user feedback on service quality and simplifies the management of employee leave and assignments.

Following the demonstration, Minister Mahamadou SANA praised the innovation, emphasizing the importance of incorporating citizen feedback. According to him, this feature will help identify operational shortcomings and continually improve the services provided to the public.

He also encouraged young Burkinabe to follow the example of Wendemi Kaboré by using their skills to contribute to national development. Finally, he announced the gradual rollout of the tool across other departments of his ministry, in a bid to enhance the efficiency and transparency of public administration.

This initiative reflects the government’s commitment to adopting homegrown solutions to modernize governance, while also promoting the expertise of national talent.
