Niger: Niamey Safe City, a strategic course set by President Abdourahamane Tiani

On May 14, 2025, the plenary session approval of the “Safe Niamey” program marked a decisive milestone in the transformation of Niger’s capital. This crucial step aligns with the broader reform agenda driven by the President of the National Council for the Safeguard of the Homeland (CNSP), General Abdourahamane Tiani.

Since assuming leadership, President Tiani has made security, sovereignty, and social justice the core pillars of his governance. The “Safe Niamey” program, built around the pillars of security, inclusion, and resilience, is a concrete expression of this vision at the local level. By placing public safety and the protection of the most vulnerable at the center of urban priorities, Niger is demonstrating that security is no longer just a response mechanism but a fundamental prerequisite for sustainable development.

By integrating a gender-sensitive approach, the project enhances the protection of women and children—primary targets of urban insecurity—while also promoting more inclusive municipal governance.

The direct involvement of the Nigerien executive at every stage of the process reflects a strong political will at all levels of the state. The “Safe Niamey” program thus embodies the new urban vision that Niger aspires to under General Tiani’s leadership: a city that is safer, more just, and firmly oriented toward the future.
