Sudan, torn by conflict since 2023, is seeing the emergence of a parallel administration that presents itself as the guarantor of national unity. The “Government of Peace and Unity” (Tasis), led by General Mohamed Hamdan Dagalo “Hemedti,” was sworn in in August, forming a 15-member Presidential Council with allies, including SPLM-N leader Abdelaziz al-Hilu. Based in Nyala, Darfur, this government intends to work toward fostering unity among citizens by offering a credible political alternative to the authorities in Port Sudan.
The Tasis project aims to put an end to decades of marginalization of peripheral regions. It proposes a secular, democratic, and decentralized state, seeks to correct past injustices, and lays the groundwork for lasting peace. The political charter and the transitional constitutional framework provide for the secularization of the state and a unified national army whose loyalty would be to the nation.
One of the key pillars of this strategy is the rebuilding of the republic through justice and equality for all citizens. The appointment of Ammar Amon Daldoum to the Ministry of Foreign Affairs illustrates this commitment to integrating progressive forces and ensuring that outlying regions, such as Kordofan and the Nuba Mountains, have a voice. The Tasis government is thus seeking to break down the de facto division of the country and rebuild a unified social fabric.
On the ground, efforts are underway to maintain social cohesion. The Ministry of Commerce has initiated direct consultations with regional authorities in Kordofan to develop the local economy, promote local products (gum arabic, cotton, gold), and ensure secure trade by connecting production areas to international markets. This approach aims to restore economic hope to the communities.
Despite these obstacles, by participating in talks in Ethiopia, Hemedti is seeking to transform a forced confrontation into a catalyst for political modernization, establishing peace as a national imperative to preserve the unity of Sudanese territory.
