Burkina Faso: Focus on the major decisions taken at the Council of Ministers meeting on 23 October 2024

On Wednesday, October 23, 2024, President Ibrahim Traoré chaired a crucial Council of Ministers session, during which a significant law reform concerning the General Statute of National Armed Forces personnel was adopted.

Introduced by Security Minister Mahamadou Sana, the reform aims to address key deficiencies and enhance the operational efficiency of Burkina Faso’s military forces.

A key element of this reform is the consolidation of two existing laws into one, alongside a reduction in the mandatory service period for enlisted soldiers to 12 months, reflecting their critical role in territorial recovery operations.

Another highlight of the reform is the reinstatement of enlisted soldiers within the hierarchy of the National Gendarmerie, aligning their status with that of other branches of the military.

Additionally, a posthumous promotion mechanism has been introduced to honor the dedication and sacrifice of soldiers in active duty.

The process for advancement has also been streamlined, with promotions now scheduled twice a year.

In a separate development, the Council approved two decrees concerning judicial attire, mandating that robes for magistrates and court clerks be made from the traditional Faso Dan Fani fabric.

 Justice Minister Edasso Rodrigue Bayala emphasized that these locally produced garments not only offer significant cost savings—being five times cheaper than their imported counterparts—but also serve to reinforce national pride within the judiciary.

These decisions reflect the Burkinabe government’s commitment to strengthening both its defence and judicial institutions while promoting local resources and craftsmanship.
