Burkina Faso: Towards a structuring reform for a more efficient and responsible public administration

The adoption of the new decree on the performance evaluation procedures of public administration structures in Burkina Faso marks an important step toward greater transparency, efficiency, and good governance. This ambitious reform responds to a pressing need: to strengthen evaluation mechanisms in order to improve the functioning of the state and to establish a results-oriented culture within public institutions.

This new text addresses several shortcomings identified in the previous system. From now on, performance evaluations will be guided by clearer criteria, well-defined indicators, and an updated methodology. Among the key innovations is the introduction of a new formula for calculating efficiency, a crucial criterion for measuring the optimal use of public resources.

The decree also provides for a reorganization of governance indicators, with each one precisely defined. This level of detail brings greater clarity, enabling more objective and consistent assessments of the management of administrative structures. The revision of weighting coefficients for criteria and the introduction of a single assessment grid for overall performance are also notable improvements. They ensure fairer, more balanced, and more comparable evaluations from one institution to another.

Furthermore, this reform establishes a new institutional framework for evaluation, clearly defining the roles of the various bodies involved and setting deadlines for the submission of reports. This promotes better coordination, increased transparency, and greater accountability.

Overall, this reform is a commendable initiative, contributing to a more rigorous, responsible, and results-driven public administration. It lays the foundation for improved public governance while encouraging sound management practices. The key now is for all stakeholders to fully embrace this new tool and turn it into a true driver of positive change for the benefit of citizens.
