Mali – Russia / Towards enhanced cooperation between Bamako and Moscow: A rapidly expanding strategic alliance

On July 29, 2025, a significant milestone was reached in the bilateral relations between Mali and Russia, marked by a meeting in Bamako between the President of the Transition, His Excellency General Assimi GOÏTA, and members of the Mali-Russia Joint Intergovernmental Commission. This meeting, following the first session of the commission, comes just one month after President GOÏTA’s official visit to Russia and reflects a deepening of cooperation between the two countries. It crowns joint efforts to strengthen strategic partnerships in key sectors such as energy, education, health, and the economy, underscoring both nations’ commitment to building stronger and more sustainable ties.

The now-operational Joint Intergovernmental Commission serves as a crucial platform for supporting Mali’s ambition to diversify its international partnerships. This first working session allowed Malian and Russian delegations to present the finalized structure of the commission, composed of seven subcommissions covering vital sectors such as energy, education, health, mining, and scientific research. The Russian Minister of Energy, Mr. Sergey TSIVILEV, praised the swift establishment of the commission and highlighted the two nations’ shared determination to overcome challenges and bring their joint projects to fruition.

Mali’s Minister of Economy and Finance, Mr. Alousseini SANOU, emphasized the strategic importance of this commission for the country’s economic development. He noted that the session helped define a concrete action plan for ongoing and future projects between the two countries. Faced with numerous economic and developmental challenges, Mali sees this cooperation as a key lever to diversify its funding sources and strengthen its national economic fabric. The partnership aligns with a broader strategy aimed at enhancing energy self-sufficiency, improving infrastructure, and advancing critical sectors like health and education.

During the meeting, President Assimi GOÏTA expressed his satisfaction with the productive outcome of the commission’s first session and encouraged both parties to sustain the current momentum. He emphasized the importance of translating projects into tangible results that benefit both the Malian and Russian populations. Furthermore, this strategic cooperation between Mali and Russia is viewed as a means of increasing the country’s global influence and diversifying its economic partners in an increasingly polarized international landscape. This growing partnership could play a pivotal role in the future development of Mali and the broader sub-Saharan region.
