Togo: Increased funding for decentralized territories

Budget allocation data in Togo reveals an impressive increase in financial support for local authorities. Over a span of five years, funding provided by the Local Government Support Fund (FACT) rose from 2.63 billion CFA francs in 2020 to 9.5 billion in 2025. This 260% growth reflects a strong commitment to decentralization and local development.

This budgetary increase is no coincidence. It accompanies a major reform in territorial governance, marked by the establishment of the country’s first regional councils. These bodies, created to bring government closer to the people, now have greater resources to initiate impactful projects at the local level.

The objective is clear: to transform the regions into autonomous development hubs, capable of identifying their own priorities and addressing them effectively. Whether it’s infrastructure, education, healthcare, or support for agriculture, local governments now have greater flexibility thanks to this new budgetary envelope.

This substantial support is also part of a broader effort to modernize the Togolese state. By strengthening the financial capacities of local governments, the government also aims to reduce regional disparities, promote social and economic inclusion, and encourage citizen participation in public affairs management.
