Togo: The country consolidates its decentralization with an ambitious and structuring Regional Development Plan

In the wake of renewed governance, Togo is taking a new decisive step in its decentralization process. The official launch on July 1 of the development of a Regional Development Plan (RDP) marks a historic turning point for inclusive and harmonized territorial planning.

Through this national guide currently being drafted, the government reaffirms its determination to provide local authorities with a clear, coherent, and context-appropriate reference framework. The RDP aims to be the foundation for effective territorial public action, addressing crucial issues such as climate change, social cohesion, security, citizenship, and inclusion. This initiative fits perfectly within the pan-African dynamic of strengthening territories and empowering local actors.

With the support of renowned partners, Togo demonstrates an open and proactive development diplomacy. Notable progress is already being made: better coordination of regional policies, capacity building for territorial actors, and greater citizen ownership of local development tools.

This Regional Development Plan is much more than a technical tool: it embodies a national ambition — that of a resilient, united, and forward-looking Togo. Under its leadership, the country is emerging as a model of effective decentralization in the service of its people. Togo’s future is now being shaped with and for its territories.
