Burkina Faso: Significant progress despite challenges in implementing PA-SD 2024

The Steering Committee of the Action Plan for Stabilization and Development (PA-SD), linked to the 2021–2025 National Development Policy (PND), held its annual session on Friday, May 9, 2025, in Ouagadougou. This meeting aimed to assess the results of the year 2024 and outline directions for the 2025–2027 period.
Despite a national context marked by security challenges, the physical implementation rate of the plan reached 81.94% in 2024, compared to 73.4% the previous year. The financial execution rate stood at 71.30%. These improvements are mainly due to progress in securing the territory, the implementation of presidential initiatives, strong agricultural performance, and a recovery in economic growth, estimated at 5.1%.
Territorial recovery efforts intensified, with an increase in security coverage (71% in 2024 versus 69% in 2023) and a 17% drop in crime. Over 19,000 security personnel were recruited, along with 10,000 new Volunteers for the Defense of the Homeland (VDP). Significant logistical resources were acquired, and several intervention units were created.
Moreover, more than one million internally displaced persons returned to their communities. Support measures were implemented, including the distribution of seeds, fertilizers, farming equipment, and household items.
In terms of infrastructure, over 700 km of new rural roads were developed, and 64 km of paved roads were rehabilitated. On the reform front, institutions such as SOBIMAP and the Dumu ka fa Fund were established to strengthen food self-sufficiency and economic resilience. However, challenges remain, including ongoing insecurity in nearly one-third of the territory, budgetary constraints, bureaucratic delays, and limited implementation capacity.
The Prime Minister praised the efforts made while calling for collective mobilization to develop a new vision for development based on national sovereignty and citizen participation.
