Togo: A new digital strategy to become a regional technology hub

As the 2020–2025 National Digital Transformation Strategy nears its conclusion, Togo is preparing a new roadmap titled “Togo Digital 2025–2030”, with the clear ambition of positioning the country as a regional hub for digital innovation.

Led by the Ministry of Digital Economy and Digital Transformation, this initiative aims to update the nation’s strategic direction by incorporating the latest technological advancements and emerging priorities. A consultant is currently being recruited to lead the development of this new strategy. The forthcoming digital vision will focus on key programs aimed at enhancing the digitalization of public services, boosting tech entrepreneurship, expanding digital access for marginalized populations, and supporting economic growth through innovation.

This new orientation aligns with Togo’s broader objective of becoming a major digital player in West Africa. In 2022, the digital sector accounted for approximately 4% of GDP—an encouraging progression, though still short of the 10% target set for the coming years.

Nonetheless, challenges remain. In 2023, according to ARCEP, Internet penetration stood at 84.72%, representing over 7.8 million mobile subscribers out of an estimated population of 8.9 million. However, the use of digital tools remains uneven across regions and social groups. The “Togo Digital 2025–2030” strategy will prioritize areas such as expanding network coverage, developing digital skills, strengthening cybersecurity, and supporting tech startups.

This new roadmap will build on the achievements of the previous strategy, which include the launch of the government’s e-Gov platform, the establishment of digital service centers, and the adoption of cybersecurity and data protection laws. With this initiative, Togo aims to accelerate its socio-economic transformation, reinforce its digital sovereignty, and solidify its position as a regional leader in digital innovation.
