Togo: The Local Authorities Support Fund (FACT), a pillar of local development

The Local Authorities Support Fund (FACT) has established itself today as a key driver of local development in Togo. Thanks to the government’s commitment, several municipalities in the Savanes, Kara, and Centrale regions have benefited from concrete investments in basic social infrastructure. The construction of classrooms, boreholes, public latrines, market sheds, and the extension of the electricity network clearly reflect a desire to bring public services closer to the people.

These achievements are transforming daily life. In Tchamba 1, for instance, children are leaving behind makeshift shelters to study in proper, safe classrooms. This visible progress on the ground is the result of a political vision that places local governance at the heart of public action.

The allocation of 8.5 billion CFA francs in 2024 to finance community-level projects in education, health, water supply, road infrastructure, markets, sports, and culture illustrates this ambition. By supporting municipalities in the implementation of their initiatives, the Togolese government reaffirms its commitment to building a more decentralized, fairer, and citizen-focused state.

The ongoing monitoring and evaluation mission, which will soon extend to the Plateaux and Maritime regions, also demonstrates a commitment to transparency and good governance. These advances highlight the Togolese government’s strategic vision, positioning FACT as a tool for the sustainable transformation of territories.
